Tinubu Creates State Liaison Directorate in ONSA, Appoints Lami Chinade as Director
President Bola Ahmed Tinubu has approved the establishment of the Directorate of State Liaison (DSL) within the Office of the National Security Adviser (ONSA) to enhance coordination between federal, state, and local governments on national security matters. Lami Chinade, a seasoned lawyer with over 30 years of experience, has been appointed as the pioneer director of the new unit.

According to a statement from ONSA, the creation of the DSL is part of Tinubu’s strategy to proactively engage state governors and local government areas (LGAs) in national security efforts. The directorate will facilitate the implementation of joint decisions, maintain a comprehensive database of state and local contacts, and develop community engagement programs in collaboration with federal agencies. It will also be responsible for conflict resolution and identifying areas for improving security delivery at the grassroots level.
The DSL will serve as a critical link between state authorities and the federal government, ensuring clear communication, effective collaboration, and alignment of security priorities. The new unit will also assess the impact of national security policies on state governance and foster dialogue to address potential conflicts.
As the head of the DSL, Chinade will provide leadership in monitoring and evaluating national security programs, ensuring regular updates to the National Security Adviser. Her past roles include senior positions at the National Human Rights Commission and in the petroleum industry, equipping her with the expertise to enhance national security efforts at the state and local levels.
