ALGON Petitions ICPC Chairman to LPPC Over Alleged Violation of Court Orders
The Association of Local Governments of Nigeria (ALGON), Kano State chapter, has lodged a formal complaint against the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Barrister Musa Aliyu, SAN, accusing him of defying a court order. The petition has been submitted to the Legal Practitioners Privileges Committee (LPPC), alleging misconduct and disregard for legal processes.
According to the petition, signed by Barrister Shamsi Ubale Jibril and made available to the press, ICPC operatives reportedly invaded the residence of the interim caretaker of Rimin-Gada Local Government Area at night, arresting and detaining him, despite a subsisting court order that restrained such actions.
On August 27, 2024, the Kano State High Court granted an ex-parte order barring the ICPC and others from harassing, inviting, arresting, or detaining ALGON’s clients. The court’s interim order, which was served on the ICPC, prohibited any interference with the applicants until the case was heard in full.

The petition reads: “We decided to write this petition against the ICPC Chairman for his unprofessional conduct in suit number K/M1622/24, filed by our clients against the Kano State Public Complaint and Anti-Corruption Commission, the ICPC, and others. An ex-parte motion filed by our clients was heard and granted, with an interim order restraining the respondents from harassing, arresting, or detaining the applicants.”
Despite the court order, ALGON claims that the ICPC ignored it and continued to harass and intimidate their clients. “On September 10, 2024, ICPC officers attempted to arrest our clients and harassed them, in clear defiance of the court order,” the petition states.
The ICPC Chairman, Barrister Musa Aliyu, is further accused of leading an operation on September 13, 2024, where operatives invaded the home of the Rimin-Gada Local Government chairman at night, arrested him, and illegally detained him in Abuja.
Barrister Jibril stated, “These actions blatantly violate the court order and demonstrate a refusal to uphold the rule of law. The ICPC’s disregard for judicial authority prompted us to file a motion on notice on September 11, 2024, seeking to prohibit the ICPC from further involvement in the case until they comply with the court’s directives.”
The petition also notes that during a court session on September 12, 2024, Barrister Musa Aliyu had seemingly expressed a willingness to comply with the court’s authority, only for his subsequent actions to contradict that stance.
ALGON is calling on the LPPC to investigate the matter and ensure that Senior Advocates of Nigeria (SANs), admitted to the Inner Bar, adhere to the highest standards of professionalism and the rule of law.
