ICPC Summons Kano Assembly Speaker, Five Officials Over N440m Drug Scandal
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has summoned the Speaker of the Kano State House of Assembly, Jibril Falgore, along with five top officials, over a N440 million drug contract scandal. The investigation involves a controversial contract awarded to NOVOMED Pharmaceuticals for supplying drugs across the 44 Local Government Areas of the state.
Key officials summoned include the Speaker, his deputy Muhammad Bello Butu-Butu, Majority Leader Hussaini Lawan Dala, Minority Leader Labaran Madari, Clerk Bashir Diso, and the Permanent Secretary of the Ministry of Local Government and Chieftaincy Affairs.

The summons, scheduled for September 18 and 19, followed whistleblower reports and allegations that the contract violated the state’s Procurement and Financial Management Laws. A court order had previously stalled investigations, but the ICPC is now pressing forward.
The ICPC Chairman, Dr. Musa Aliyu (SAN), has contested earlier attempts to block the probe, arguing that the Caretaker Committees overseeing local councils are not recognized under the 1999 Constitution.
With allegations of corruption looming, this case is expected to shed light on the handling of public funds and contracts within Kano State.
