ICPC Uncovers Over 22,000 Suspicious Workers on Federal Payroll

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has identified 22,074 suspicious personnel on the Federal Government’s payroll, despite the implementation of the Integrated Payroll and Personnel Information System (IPPIS) meant to prevent such issues.

A report by the ICPC revealed that these questionable employees, found across various Ministries, Departments, Agencies (MDAs), tertiary institutions, and the Nigeria Police Force (NPF), received N37.1 billion in salaries last year. The investigation uncovered multiple instances of payroll fraud, including double salaries, fictitious names, ghost workers, and tampered IPPIS records.

Specifically, 12,714 personnel in MDAs appeared on the payroll but not on the official nominal roll, with a total monetary value of N34.8 billion. Additionally, 4,190 ex-policemen were still on the IPPIS payroll, receiving N980.3 million in December 2023 alone.

The ICPC’s analysis highlighted significant disparities between nominal rolls and payrolls, revealing widespread corruption and manipulation within the IPPIS system. The Commission has vowed to continue its crackdown on these fraudulent activities.
